A young person who is in care can have their Social Worker, IRO, PA, Carer or Key Worker, refer them for an Independent Visitor, subject to them meeting the Independent Visitor Service criteria. The criteria states:
- The young person has been in care for 1 year
- Care proceedings are completed
- Plan for long term foster care and no return home to birth family.
- Little or no positive contact with birth family– this does not include time spent with their siblings.
